WhatsApp Business API for US Businesses: Requirements, Costs, How to Start

Short answer: to use the official WhatsApp Business API in the United States you need three things: a Meta Business account, a phone number that isn't active in the WhatsApp app, and Meta's basic verification. Signing up costs $0: Meta only charges for template messages you initiate (cents per message), while replying to whoever messages you first is free within the 24-hour window. The whole process takes from a few days to 2 weeks.

The requirements, one by one
1. A Meta Business account (Business Manager). Free, at business.facebook.com. Use your US business's legal details: legal name, address, website. Consistency matters: the same name everywhere speeds up verification.
2. A dedicated phone number. Mobile, landline, or US toll-free all work. The condition: it can't be registered in the WhatsApp app (if it is, you deregister it first, and there's no undo: the number stops working in the app). That's why most businesses use a new number for the API.
3. Business verification. At low volume, Meta usually lets you operate with minimal verification. To grow (more daily conversations, your business name displayed in the chat) you go through Business Manager verification: legal details and sometimes documents like a business registration or a utility bill. With your own website and consistent data, it usually clears in days.
4. An access path. Two options: Meta's Cloud API directly (no middleman, what we use) or a BSP provider (platforms that resell the API with their software on top, for an extra monthly fee). For a small business with a custom agent, the direct Cloud API is cheaper and enough.
What Meta charges in 2026 (and what it doesn't)
- Signing up and holding the account: $0.
- Replying to customers who message you: $0 within the 24-hour service window. For a business that mostly handles inbound customers, the Meta bill is practically zero.
- Template messages you initiate: per message. Since mid-2025 Meta charges per delivered message by category. In the US: utility (confirmations, reminders) $0.006 per message, authentication (codes) $0.004. Marketing templates (promotions) cost the most where available, but note: Meta has paused them for US numbers since April 2025, so mass WhatsApp campaigns aren't an option in the US for now.
Practical translation: a restaurant answering reservations and questions pays almost nothing, and appointment reminders (utility) cost cents. Mass promotions go through email or SMS while Meta's pause lasts.
The mistakes that get accounts blocked
- Messaging without consent. The customer must have opted in to hear from you. Buying phone lists is the fast lane to a ban.
- Ignoring your report rate. If many users block or report you, Meta lowers your messaging limit or suspends the number. The quality of what you send is your insurance.
- Using patched WhatsApp. Unofficial tools that automate on top of the app (no API) violate Meta's terms and lose numbers every day. If a provider can't confirm they use the official API, run.
- Registering a number without a plan. Remember: moving a number to the API removes it from the app permanently. Decide first which number belongs to the business.
